“He died in 1970, and then went into a sort of limbo,” the director says “He was seen as a provincial writer. When I made The Horseman, I realised most people hadn’t read it. It was published in 1951, within four years of Albert Camus’ The Plague. “Both writers used the plague as a metaphor for the war, as a way of revealing the human baseness they’d experienced,” Rappeneau says. And Giono, who thought he had been made a scapegoat, took his revenge on his fellow townsfolk by having them die, fictionally, in horrible ways. “It seems some people were a bit shocked by the vision of death in my film. But it was nothing compared to the book.”Giono’s Provence in no way resembles the sybaritic south of France as popularised by Marcel Pagnol and Peter Mayle “Giono was born the same year as Pagnol. They were friends, but people kept comparing them and in the end they fell out. Pagnol’s was the smiling face of Provence: pastis, plane trees, boules…” Giono’s books are set up country, in the foothills of the Alps, where the terrain is more rugged, life is harsher and the people more unforgiving; it looks spectacular in The Horseman, but it’s a stark, sombre beauty.
“As Giono used to say, “C’est pas gai, la Provence!” explains Rappeneau, who seems to find the writer’s gloominess amusing.He has now made two grand romances in a row, both of them unfulfilled at the end of the story, both about confident warriors who are full of bravura in battle but paralysed by the idea of physical contact with the woman they love. The Horseman, without giving anything away, climaxes in what must be one of the most perversely chaste and morbid love scenes in all cinema. Rappeneau started out in a comic vein, but his gaze seems to have darkened “It’s my personal archaeology It reminds me of.. things,” he says mysteriously. He doesn’t elaborate.He began his career at the time of the nouvelle vague, but, while everyone who knew how to look through a viewfinder was busily cranking out his or her first film, Rappeneau sat tight and quietly bided his time, writing screenplays with and for such eminent non-New Wavers as Jacques Becker, Louis Malle and Rene Clair.He turned down several offers to direct, one from Claude Chabrol (“I saw him again recently and he greeted me with ‘Ah, here comes the madman!’ “), and one to make a promotional film hymning the quality of life in the ugly and depressed high-rise public housing estates that had sprung up outside Paris – “a rosy version of La Haine”. Jean-Luc Godard, that great opportunist, was also trying to get a first feature off the ground and promptly buttonholed him for a drink in Montparnasse to suggest they make the film together. Rappeneau cogitated for a day and then said no, which was probably as well, since the result was unlikely to have been the sunny propaganda movie the producer had intended.Anyway, the two men would have made an improbable alliance: there’s not much in common between Godard’s jagged, modernist political films and those of Rappeneau, who, when he finally got around to directing (he was 33 when he made his first film, La Vie de Chateau, in 1965), turned out to have a penchant for historical drama in the traditional manner.Two ideas are generally trotted out when French critics write about his films, both of them designed to make him see red.
Number one, that they represent a stuffy, old-fashioned cinema du patrimoine, the French equivalent of Britain’s “heritage cinema”. “I’m not trying to be some kind of archivist – patrimony is a lawyer’s word! It belittles the role of dream and creativity in my work,” he grumbles.The other is that he’s a big spender: one reason it took him six years to make his second film, a jolly French Revolution romp with Jean-Paul Belmondo called Les Maries de l’An II, was the high cost of the project. Now The Horseman on the Roof is being tagged the most expensive French film ever made, a designation that Rappeneau does not view as a compliment “The most expensive film compared to what?” he says. “If you translated into current rates the budgets of Les Enfants du Paradis, The Wages of Fear or Lola Montez, they’d easily overtake The Horseman on the Roof. The French press latched on to that and it annoyed me enormously.” Time for one final question, which barely seems worth raising, but I ask it anyway: does Rappeneau have another film in prospect? And his answer is…

Significantly, Lord Stevens, United’s chairman, remains in his palatial office on the ninth floor, fuelling speculation that the Tory peer is no longer calling the shots at United, owners of the Express titles, regional newspapers and a conference division.The new arrangements strike some insiders as the confirmation of Lord Hollick’s growing power at United, and the increasing isolation of the Lord Stevens, who ran the newspaper group for 15 years.Within the management area, which takes up half the eighth floor, executives are free to roam, and have access to all areas save the private offices of Lord Hollick and his senior staff. However, there is what one insider calls a “ring of steel” around the open area, as a way of securing confidential documents.It was within this space that United’s highly secretive plans to bid for the television rights to the Premier League were finalised. The project, which included a proposal to offer a range of digital television services, has now been shelved, following the deal reached between the league and BSkyB earlier this month.Says a senior United executive: “There are really two theories about security and confidentiality. Some companies just lock all confidential material in safe in the chief executive’s office. We prefer to have a more open environment, at least for the senior people.”Beyond its significance as an indication of relations between the two peers, the open-plan concept is at the heart of a raging debate in management consultancy circles about corporate efficiency. According to one school, much influenced by US experience, the open plan encourages more communication, a flatter, more efficient management structure and less friction between various layers of management.
Other experts argue, however, that executives need private space in order to concentrate.One US advertising agency has no private offices at all – nor even any desks. Staff are equipped with lightweight portable phones, and can make use of couches and tables spread out in the open space.Media companies in the UK are more likely than most to have an open-plan environment – influenced, perhaps, by the layout of most newspapers, where only the very senior staff have private offices. Capital Radio, which is moving from its cramped headquarters in Euston Road to Leceister Square, is considering using an open-plan system, at least for most managers. Andrew Tuckey, deputy chairman of Barings when it crashed last year, is being asked to head up the investment banking arm of Credit Lyonnais. Jean Peyrelavade, chairman of the French bank and a close friend of Tuckey, is keen to hire the corporate financier to spearhead Credit Lyonnais Capital Markets’s expansion in London.
It is unclear whether Tuckey is willing to take the job – he was not available for comment yesterday – and it is also unclear how his banking peers would regard the move if he did.

“Some of the contaminants identified are known to have the ability to cause cancer and some are able to impair the immune system,” it says. Chemicals from dry-cleaning and nappy-bucket disinfectants had also been found.In all, the report says, more than 350 chemicals have been found in breast milk in different studies around the world. It discloses “widespread contamination of mother’s milk”.The report not only shows that highly poisonous dioxins have been found in breast milk, but pesticides like DDT and lindane have also been found, as have PCBs, notoriously toxic chemicals used in a whole range of applications from electrical transformers to paint. The survey will analyse the milk for a vast range of pollutants, including dioxins, pesticides, “gender bender” chemicals that disrupt hormones and have been found to cause bizarre sex changes in animals, and toxic metals such as lead, mercury and arsenic.The report was commissioned by the World Wide Fund for Nature, UK, from Gwynne Lyons, a new member of the Health and Safety Executive’s advisory committee on toxic substances.
Most seriously, an authoritative scientific report to be published tomorrow will show that two-month-old British infants are taking in 42 times the safe level of dioxin in breast milk.
The Government is to start a major survey to gather further evidence on the extent of the contamination. MORE THAN 350 contaminants have been found in breast milk. They include chemicals from perfumes, suntan oil, and dry-cleaning fluids, as well as pesticides and industrial raw materials, some of which cause cancer, impair the immune system and disrupt sex hormones. The alliance’s workers in Sombor, 105 miles north-west of Belgrade, where the municipality is one of several which has demanded that the president should go, were told petition-signing could take place only inside the organisation’s offices.Although police have detained activists in several cities, they have not stopped rallies from taking place..
Mr Milosevic’s situation is precarious, but he is used to that, and he knows how to fight back.Yesterday, according to the independent Beta news agency, police in northern Serbia prevented activists from the Alliance for Change, an anti-government group, from collecting signatures for a petition calling on Mr Milosevic to resign. Few Serbs have jobs, and many of those who do rarely get paid. Nato forces are currently investigating a site near Pec which may contain as many as 350 bodies. That would make it the largest mass grave discovered so far.Serbs’ reasons for protesting against the Yugoslav leader are varied and confused: demonstrators blame him for fighting the Kosovo war, for losing the war, or simply for the catastrophic state of the economy. He also repeated his call for Mr Milosevic to be held to account for massacres of ethnic Albanians in Kosovo.
Yesterday Patriarch Pavle, leader of the Serbian Orthodox Church, said the opposition included good people who could run the country better – if only they ended their in-fighting. Mr Perovic insisted: “This is our last offer – this is our minimum We won’t accept any answer but `yes’. No `yes, but…’.”The Montenegrin parliament looks set to raise the stakes this week by voting for a separate Montenegrin citizenship – in effect, a warm-up act for independence.In Serbia, there have been demonstrations against Mr Milosevic in recent days, and more seem likely. He said: “[Secession] can’t happen without war, because the Montenegrins are Serbs.”The Montenegrins are unwilling to back down, however.
Montenegrins will be asked to decide whether they want a looser form of federation with Serbia. But although talks are due in Belgrade this week, Mr Milosevic has shown no sign of acceding to such a proposal.Vojislav Seselj, a powerful Serb nationalist leader, confirmed from Belgrade that the Montenegrins’ fears of conflict if they tried to go it alone were justified. A referendum on independence, unthinkable until recently, is due to take place before the end of the year. Miodrag Vukovic, chief strategist of President Milo Djukanovic, warned: “I’m afraid Milosevic will make conflict in Montenegro.” If that happened, he said, “You can forget Bosnia, Kosovo, everything. It would be like brother fighting brother.”Montenegro has been increasingly trying in recent months to escape the dead hand of Belgrade. The result could unleash a bloody civil war as a diversion from Mr Milosevic’s own domestic troubles.
Yesterday, Montenegro’s Foreign Minister, Branko Perovic, described the Serbs’ move as “illegal” and “unconstitutional”.”It’s a provocation,” he told The Independent on Sunday. “It’s their way of seeking to provoke the situation.” The pro-Milosevic force would be backed up by the still-powerful Yugoslav army in Montenegro, if there is a clash of wills between the two sides.Montenegrin officials warn that such clashes could make even previous Balkan horrors pale.
